In the GUI for the Properties/Settings.setting entry in a project there is a dropdown at the top called “Access Modifier”, this defaults to “Assembly”. If you try to change it to “Public” you get the following showing up in the Oxygene output log

Looking for object with CLSID: {00000000-0000-0000-0000-000000000000}.
and the Settings class in Settings.Designer.pas doesn’t change to “public”
Tested using Elements 8.1.85.1801 with both VS2013 and VS2015
