"Universal" Windows apps

I’m not sure if this is a daft question, but can I (or will I be able to) develop “Universal” Windows apps using Elements?

Alternatively, Windows 10 Mobile apps?

The work on the Universal Windows apps is in progress for Elements 8.2.
