Bug: Webservice publish page does not work

Steps to reproduce (VS 2017):

  1. Create a new ASP.Net webservice
  2. Go to the project properties
  3. Click on the “Package/Publish web” tab.

The following is displayed:

Edit: Publish does work if you right-click the project and select publish
