I know that this might been answered previously, but is there any way to build a non-visual plugin in .NET to be used in Delphi VCL application without the need to deploy RemObjects.Hydra.dll?

No, unfortunately it is not possible not to deploy RemObjects.Hydra.dll. This file is required by VCL or FMX host applications.
