Can't add reference in Island Project

IDE: Visual Studio 2015 and 2017
Version: 9.3.103.2211
Target (If relevant): Island(Win32)
Description:
I want to use Elements RTL in my project but it is not referenced by default. So I tried to add a reference to it but instead I get an error message saying “Provide value on ‘System.Windows.Markup.StaticResourceHolder’ threw an exception”. I tried this on both Visual Studio 2015 and 2017.
I was able to add the reference by manually editing the .elements file in my project directory.

Expected Behavior:
I am able to add a reference

Actual Behavior:
Shows a message box
"Provide value on ‘System.Windows.Markup.StaticResourceHolder’ threw an exception"

Steps:
Create a new Island Project(any language). Target Console application(Windows).
Project -> Add Reference

does this work in v10?

Can’t reproduce on the beta build. Tested on both VS 2015 and 2017. Works as expected now.
