$define conditional code not rendered as inactive when appropriate

Apologies if this has been covered elsewhere - I thought I had seen a discussion about it but cannot now find it…

I’ve started moving some projects to Elements 10 and have noticed that (presumably) as part of the new $define behaviours, the previous very useful feature where-by “inactive” code was rendered to clearly indicate that it is inactive now no longer works. In this example, “LOCALAPI” is not defined:

Is this deliberate ? Expected to make a return ? Or is it simply impossible as a result of the new $define implementation ?
