Today I have installed RO Elements 10.0.0 build.2265, and since then I noticed that the Visual Studio 2017 UI appeared in French. My regional settings “en-US”.

That is quite strange. We don’t touch the locale settings of VS (of course!) but sometimes VS does get confused. You can override the language used here:
(Tools/Environment Options)

I did it as it shown on image. I don’t understand why its switching back to French even when I have made this change.
However I live in Canada, but I have US regional settings by default, and there is no sign of French language installed on the machines, Windows 10 Pro and Windows 7 Ultimate, Visual Studio 2017 Enterprise.
Solves the issue unless uninstall RO Elements. Its so sad. 
Rolled back to .2255 build, is ok.

hrmm. so you’re saying changing above setting does NOT work?
Did you update VS? The VS (Update) installer for some strange reason showed up using the French language for example. The IDE was never affected these days.
I have no idea why this happens totally independent from Remobjects stuff being involved or not.
that one i used to see happen quite often, too. it’s a bug is MS’s installer…

It’s not only me. I have not found out why the installer chooses the French language. I could imagine that the reason for changing the language is pretty much the same.
Currently I’m looking forward to give Water another try. I personally try to avoid bothering with VS, because 2015 is not so easy to install/reinstall and doesn’t work well on my side.
A Water that works somehow similar to Fire is sufficient in my case.

Unfortunately Not. It just works for the fist time on launch of VS, but on the second time it goes back to French.

Can you show exactly how windows is setup for you so I can try this here? (Location, Locale things like that; where it’s set that it’s Canada).

All Visual Studio 2017 Enterprise
First computer located in US(VPN) Windows 10 Pro, also Visual Studio UI appeared in French.
All the settings are set to United States US English. System locale: English (United States).
Out of curiosity, I installed on my to home machines, Windows 7 Ultimate and Windows 10 Pro. Same language issue in Visual Studio 2017 UI.
Region and Language->Formats[tab] Format: English(Canada); Location[tab]->Current Location: Canada;
Keyboard and Languages[tab]->Choose a display language: English; Administrative[tab]->Change System Locale->Current System Locale: English(Canada);
That’s it.
