In latest stable version of Water installed (.2605) I was under the impression there should now be an editor option for whether or not Oxygene keywords get capitalized (yelling), but I see no such option:

workaround, add a Registry value OxygeneUseUppercaseKeywords = True (type string) at HKCU\Software\RemObjects\Elements\Water (the key should already exist and have many otherr values).
