If I buy a personal license for Oxygen,
is this a yearly license as well (I think so) ?
If it is , does the compiler and system stop working full stop once my year is up
or are they happy to keep compiling but I dont get the benefit of new
updates anymore?
I hope it is the second.

The command line compiler will continue working indefinitely. Active development in the IDEs will require an active license, and expire if the license is not renewed.
